As the classification is the foundation of management, which means no reasonable classification of civil servant result in no effective management of civil servant, the classification system of civil servant position play an important part in the management of civil servant. Although'state administrative organizations adopt the position classification system'as specified in the Interim Regulations on the Management of Chinese Civil Servant issued in 1993, no classification according to the nature and characteristic of the position has been put in practice, just simply classified these civil servant positions into leadership and non-leadership and specified the rank of these positions.As indicated in the practice, there are some highlighted problems in this classification system, such as the singleness of promotion channel, the lack of diversity in the position rank accord with the shape rule of various civil servants, the limited promotion channel for the primary civil servants, which make it hard to meet the requirement of management and safeguard of legal property of civil servants. To solve these problems, based on the absorption of reasonable element of former classification system, the civil servant act enforced in 2006 redesigned the classification system, which classified the civil servants into integrated management sort, specialized technique sort and administrative enforcement sort et al.But in the enforcement of the civil servant act, there are still some problems, such as no classification between "official" and "servant", central government civil servants and local government civil servants, the imperfection of the double-track system of "position promotion" and the "class promotion", and the imperfection of implemental system of rules and regulations et al. As the above reasons, it would be quite important for deepening the reform of the cadre personal system and consummating the civil servant system to research current situation, existing problems and the according resolution of the classification system. This thesis consists of seven chapters. In the first chapter, the reason and significance for choosing this topic are represented, along with the basic theory of position classification, the present situation of study domestic and aboard, clue and method in the writing. The theory of modern position classification system is introduced systematically in chapter two. In the third chapter, by researching and comparing the abroad position classification system, the development trend and the reference for our civil servant position classification system are concluded. The Chinese civil servant position classification system is introduced in chapter four, including the classification system, the positions and the rank. In chapter five, the existing problem in our classification system is introduced and the causes for these problems are analyzed. For these existing problems, the resolution advices for our civil servant classification system are brought forward in the sixth chapter. In the end, these are review and conclusion of the whole thesis, along with the topics to be discussed deeply.
