The region’s unique geographical factors is not the only reason responsiblefor the deteriorating environment in Yangtze River Delta region, Environmentalresources as special public goods and the local government is characterized“Political Rational Man” also contribute to the deteriorating. The regionalcooperation legal system to regulate environment pollution is quite necessary.The legal system is vital to the cooperation. The defective in the legalsystem makes it hard to support regional cooperation. To solve theenvironmental problem in Yangtze River Delta region, we need find a legalsystem to support a regional environment management agency, to design theregional cooperative systems, to arrange the administrative management.The local government is characterized “Political Rational Man”, which hasbeen proved is the key issue leads the local government failing to shoulder theresponsibility of environmental law enforcement. We need to design a system tosupport the budget of environmental law enforcement, to encourage theenthusiasm of local governments and officials in environmental enforcement.The United State also experienced this environment problem and its successcan be used for reference to solve the environmental problem in Yangtze RiverDelta region. We should design a system to improve the existing environmentallegal system and the integrity of existing regional environmental cooperationmechanism which would protect regional environmental and sustainabledevelopment in Yangtze River Delta.
