A Study On Chinese Citizens’ Encounter Of Criminal Violations During Traveling Overseas

With the rapid development of international tourism and the continuous growthof China’s economy, more and more Chinese citizens participate in tourist activitiesoverseas. However, security issue of such Chinese tourists during their trips isworrisome, especially following the facts that the risk of suffering criminal violationsis raising, and the number of crimes with Chinese tourists directivity is increasing. Tounderstand the status of Chinese citizens’ encounter of overseas criminal violations,analyze the causes of this phenomenon, and take effective governance actions areurgent issues demanding conduct.By qualitative research of cases relating to Chinese citizens’ encounter of criminalviolations overseas, the author of this article concludes certain types of suchviolations, and discovers general features of tourism crimes, including concentrationof distribution, regularity of time, diversity of crime pattern, and property occupationfirst. Meanwhile, it also shows high crime rate, low detection rate, apparent Chinesetourists directivity. Group crimes are more and more commonly seen. Most of theoffenders are experienced professional criminals using abominable methods, whichmay cause increase of crime occurrence rate and serious consequences. Suchorganized criminal groups start to target Chinese tourists. Besides, there are spatialdifferences of Chinese tourists’ encounter of infringement in different continents. Thereasons include that, on one hand, global risk society raises the danger of violationoccurrence; on the other hand, facts of destination countries such as economy, socialsecurity, law enforcement, management and supervision, and professional quality oftourism practitioner, as well as tourists’ personal factors. As a result, to deal withChinese citizens’ encounter of overseas violations, the treatment should be arrangeddiversely and at multi-level, which contains domestic reply, international reply andglobal governance, such three layers.This article starts from the global risk society theory and global governancetheory, conducts study of Chinese citizens’ encounter of overseas criminalinfringement, and provides governance advice from global aspect, intending to offerfurther reference for the future treatment of Chinese and international tourists’ encounter of criminal violation.
