Research On Supervising System Of The Project Of Overseas Chinese’s Donation

The majority of overseas Chinese and compatriots of Hong Kong andMacao have donated money and goods to support the development of variousundertakings in China for free. The donation which has made the remarkablecontribution to Chinese economy is one of the driving forces for itsfast-growing. Unfortunately, in a quite long period, the fact that we onlyvalued the amount of donations while ignored the appropriate relevantsupervising activities, resulted in the violation of the donators’ wish and theabuse of the donations tended to public welfare use, and this caused not onlydonations’ drain, but also hurt the donators’ feeling and affected theirenthusiasm of donating.Taking Quanzhou city as the example, this thesis shows the currentsituation of the projects donated by overseas Chinese and the development ofsupervising system. From the view of the principle-agent theory, this thesisanalyzes the problems appearing in supervising the projects donated byoverseas Chinese, such as imperfect system, the absence of supervisors, andthe lack of control and supervision system, to find the cause of these problems,including poor awareness of supervising the project donated by overseasChinese, lack of knowledge of principal-agent relationship, and unknown theacting principal. Based on the example of Quanzhou city, comparing theforeign countries, especially the developed countries’ experiences andpractices dealing with the supervising and managing of the donations from theoverseas with ours, and considering the actual of this problem of our countryand our province, this thesis suggests that we emphasis on soft environmentconstruction of the charity culture of the project donated by overseas Chinese,perfect the special laws and regulations, further clarify the supervisors,strengthen the control of the regulatory process, improve the regulatorysystem, to motivate the overseas donators, the users and supervisors to workas a whole to defense the stability of the profession, to make differentdepartments’ operating more efficient and to enhance the foundation of future.
