| One of the important aims for the political modernization is political democratization. Thereare many elements to affect the political modernizations; non-governmental organizations (NGOs)are one of the elements that cannot be ignored. Many economists consider the NGOs cannot beunderestimated in the process of political modernization; especially the NGOs in the political lifecan make a big improvement for the political democratization. This paper is based on the theoryanalysis and the real cases to analyze the influence from the NGOs to China’s politicaldemocratization.To study the non specific relationship between government organizations and politicaldemocracy of China, we must further out on the relationship between non-governmentalorganizations and democratic. Many Western Political Science and sociology theory research hasbeen to explore this problem. The mainstream view is that non-governmental organizations andpolitical democracy has a positive correlation, the development of non-governmentalorganizations to promote non political democratization function, moreover also has some theoryis that a negative correlation between the two. Think positively correlated relationship betweennon-governmental organizations and democratic theory includes the theory of civil society andpluralism theory. That the negative relationship between the theory of non-governmentalorganizations and democratic populism and strong democracy theory mainly includes.This paper used the Nu Jiang Dam and the Home of Wai Lai Gong to analyze the topic.Generally, the NGOs has the positive influence for China’s political democratization, includingthe coordination of the interests from all the parties, the expanded from the citizens, thestrengthening to the government’s power, and increasing the feeling of the citizenship. In fact, theinfluence from NGO’s is not in every field. There are many problems in the real life. The processof the NGO’s influence cannot become true in a short time. Dual management, the participationmechanism isn’t perfect, and the NGO’s have many defects all lead the NGO’s democratic cannot be achieved effectively. So to play the role of NGO’s in China’s political democratizationneeds to improve some of the following conditions: to create a better political environment anddevelopment space, improve the law system of the NGO’s, build the standardized managementsystem, and build the ability of the NGO’s democratic participation. There are four parts of this paper. The first part is the definition of the democracy, politicaldemocratization, and the NGO’s. The second part is to analyze the western countries theory of therelationship of NGO’s and the political democratization. The third part is analyzing two cases. Byresearch the Nu Jiang Dam and the Home of the Wai Lai Gong, these two cases to discuss theinfluence from the NGO’s to China’s government political system. The last part is the conclusionof this paper. It has the positive influence to China’s political democratization, but because of themany problems existed in the political system, it cannot be achieved very effective. It needs tochange some conditions to achieve the political democratization. |
