The Rural Floating Population are special group along with the process of China’s reform and opening. As the fast development of China’s economy, politics, culture and other undertakings, the rural floating population are also expansive rapidly in size and number. According to the sixth national census’results of2010show that in the population of the mainland’s31Provinces, Municipality and Autonomous Region, population that the place of residence and the township of registered residence are inconsistent and to leave the township of registered residence of more than six months are261million people, and to increase116million people, to increase of81.03%, compared with the fifth national census in2000.A large number of Rural Floating Populations into the city and has become an important part of urban society. They have made outstanding contributions to our country’s industrialization and urbanization, but also made some problems. The security problem of the Rural Floating Populations’ elective franchise is an extremely important aspect of these problems. To investigate the security problem of the Rural Floating Populations’elective franchise has great significance.The Elective Franchise is a basic right that the national constitution and laws allow citizens to participate political life, it has universality, equality, and inalienable and more nontransferable, it is related to the vital interests of the rural floating population. Under the condition of constitutional government, the Elective Franchise has become an important sign that to measure a national civilization degree and democratic degree, citizens can elect their representatives of interests, participate country’s management and realize the rights as masters of the country by exercising the rights. However, in the current system and regime, the realization of the rural floating populations’elective franchise in our country has suffered all kinds of obstacles and unable to get effective protection, Therefore, it seriously affected the development of our country’s socialist democracy and building.This paper based on the relevant theory, combine qualitative and quantitative analysis, comparative analysis, normative analysis and other methods to analyze the current situation and existing problems of the security of rural floating populations’ elective franchise in our country’s and further analyze the reasons through process model of Public Policy Implementation and discuss the case of Ningbo City, Zhejiang Province on the mode of election of the floating population. Thus, this paper put forward the policy suggestions of the security of rural floating populations’elective franchise. There are mainly six parts for the paper. The first part briefly chiefly explains the purpose and significance of the security of rural floating population s’elective franchise, and then give a brief introduction of the current research. The second part describes the meaning and scope of rural floating population, concept and nature of the elective franchise and explains the security of rural floating Populations’elective franchise through relevant theories of Public Policy Implementation, New institutional economics, Marshall’s citizenship and Social justice. The third part mainly describes the current situation and existing problems of the security of rural floating populations’elective franchise through system model of Public Policy implementation. The forth part analyzes the reasons of rural floating populations’elective franchise can’t be effective protection through process model of Public Policy Implementation. The fifth part put forward the policy suggestions of the Security of Rural Floating Populations’elective franchise through discussing the case of Ningbo City, Zhejiang Province on the mode of election of the floating population. Lastly, the paper gives a brief summary and expectations.
