Research On The Current Situation And Countermeasures Of The Points System For The Floating Population In Small Cities

Since the reform and opening up,China has made brilliant achievements in economic and social development,the problem of unbalanced and inadequate regional development is becoming more and more serious.At present,China is in the critical period of urbanization construction.Because of the imbalance of economic development between regions and between urban and rural areas,a large number of floating populations have migrated to the developed cities in southeast China.The floating population management becomes the focal point and the difficulty which the government pays attention to.In response,some cities creatively try to reform the management of floating population points system,which quantifies the contribution of the floating population in the inflowing places into points,and through the accumulation of points,they can enjoy the public services such as local admission,medical treatment,and household registration.The implementation of the points system management effectively alleviates the contradiction between the expansion of public service demand caused by the rapid population growth and the relatively limited urban public resources,and realizes the system innovation of the management of the floating population,but it also exposes some problems.According to the practice of floating population in Yongkang,the current problems mainly include:(1)The design of the points system is unreasonable,and the supply of resources is short of long-term guarantee;(2)The floatingpopulation pays low attention to the points system,the degree of integration in the inflowing area is not high;(3)There is only one channel for policy advocacy,and the public has doubt about the fairness of the policy.These problems not only seriously deviate from the policy objectives of protecting the social rights and promoting the social integration of the floating population,but also directly affects the effectiveness of the management of the points system and the advancement of the urbanization process.By summarizing and reviewing the relevant literature,first of all,this paper combines Marshall's citizenship theory and the social integration theory of the floating population to lay the foundation for the research.What's more,based on the field research of Yongkang,this paper reviews the background,policy contents,implementation and achievements of the points system for Yongkang's floating population.Furthermore,through discussing the problems of the points system,paper tries to analyze the influencing factors from the aspects of government,floating population and society.Finally,this paper puts forward some countermeasures and suggestions to improve the management of Yongkang's points system,such as adjusting government targets,promoting the social integration of the floating population,and constructing the benign interaction of the society.The purpose of this paper is to provide experience for the design and promotion of the points system in other cities,and to provide reference for the further reform of the household registration system.
