Research On The Law Enforcement Supervision Problem From The Perspective Of Process Re-engineering

Since China’s reform and opening-up, the government has experienced a series of new and old system reform, government’s function is also changing. In the process of government exercise the power,some violations behavior appeared, not only harm the interests of nation and people, also caused the bad political atmosphere, make the people lose confidence in the government. Supervisory organs as a government internal supervision mechanism, should actively play its oversight role, earnestly safeguard the interests of the nation and people. Law enforcement supervision as an important means of administrative supervisory organs play its role, is conducive to prevent, educate, and deal with the violations in the government, it has important significance in promoting administration according to law and the establishment of legal government.For urgent requirement of information technology development and administrative system reform, China begin to deepen the reform within the government, implement the use of information technology, gives more power to lower level and transparency in government affairs and other aspects of work process reengineering. Reinventing government is government obtained reengineering technology support from the use of information technology, obtained reengineering theory support from the successful application of modern enterprise management theory. Reform the government organizational structure of led by multiple leaders, use information technology to create new work ways, to increase the public transparency of government work, improve the working efficiency of the government. The operating mechanism、work methods and ideas of administrative supervisory organs for should play the role of demonstration and guidance in the government. On the process reengineering theory applied in government departments has become an important topic in a current and future period.This article summarized from five levels. In the introduction, introduces the origin and significance of law enforcement supervision problem under the perspective of process reengineering, literature review, as well as research methods, writing framework and the innovation of this article. The first chapter is introduction to the theory of law enforcement supervision and the feasibility analysis of process reengineering. On the basis of comparative analysis of law enforcement supervision and other relevant concepts,to explore connotation and characteristics of law enforcement supervision, and narrative working procedures of law enforcement supervision systematically.Introduces the background and the concepts of process reengineering, and analyzed the feasibility of law enforcement supervision implement process reengineering from the organization reform, management system, personnel management and the use of information technology four aspects. The second chapter is analysis process reengineering under the perspective of law enforcement supervision problems, analyzed the problem respectively from the law enforcement supervision environment, work style, work focus, coordination between departments, the effectiveness five aspects, and based on the survey data. The third chapter is the optimum path of BPR under the perspective of law enforcement supervision. On the basis of the process reengineering content from academics Mei Shaozu, respectively from four aspects, put forward optimize the path of the law enforcement supervision. First is a restructuring of organizational structure, to promote enforcement supervision coordination; Secondly, perfect the management system, play a long-term effective mechanism of law enforcement supervisory; Three is the innovation of personnel management, optimize the whole environment of law enforcement supervision; Four is to strengthen the use of information technology, build electronic surveillance law enforcement system. In the final conclusion of this article, further refining and summarizing the point of view on process reengineering under the perspective of law enforcement supervision. Based on the perspective of process reengineering to analysis the problem, in order to put forward a new idea for optimize the law enforcement supervision, provide innovative scientific theoretical guidance for our country law enforcement supervisory work.
