| In recent years,as China's economy continues to develop,quality has become an important subject.With significant changes taking place in quality management system and an increasing role of administrative law enforcement,quality is playing a more and more important role in maintaining market order,protecting people's quality safety,and promoting the healthy development of economy.Staring from the three major reforms of quality supervision and administrative enforcement of law,with the advanced practice and successful experiences introduced from foreign developed countries,the author takes Qingdao as an example,to summarize the quality supervision work achievements by applying related theories of public administration,economics,the science of law and enterprise administration and combining the method of literature research,case study,qualitative and quantitative analyzing comprehensively.Meanwhile,this paper analyzed the problems of administrative law enforcement from the view of work mechanism,law enforcement writing and supervision.By using new public administration theories,the author concludes a series of suggestions,such as to complete the working mechanism featured with coordinated three-level(city,county and township)assignment responsibility,to form a full-coverage mechanism of “birandom and one-open”(random inspection objects,random law enforcement cadres and open inspection result)externally.Also,the author suggests to strengthen the informatization means internally.By establishing a system of whole process record of law enforcement and information publication,to strengthen the information collection and realize the big data construction in the area of law enforcement.Thereby,to form a big quality supervision law enforcement characterized as upper-lower linkage,internal-external coordination and data sharing which serves as solving new problems in the market management mechanism positively and increasing the pertinence and effectiveness of law enforcement practice. |
