The Business Process Improvement Of ChongQing Aviation Oil

China Aviation Oil Holding Company (CAOHC) is a state-owned large aviation company that operating primarily the aviation oil product and oily wholesale, storage and retail. Due to the globalization and the development of market economy, CAOHC facing the enormous competition and rigorous challenge pressure from national and international. To strengthen the competition ability, the CAOHC ChongQing Branch adopted a series of strategy adjustments, including the Business Process Improvement(BPI). This paper expatiate the academic foundation, the collectivity ideal, the ways and tools of ChongQing aviation oil BPI. It also bring forward the scheme, the improved guideline, the reform communication and the collectivity layout. BPI is a ameliorated philosophy that can be better satisfied with the customer's need. It breaks the traditional anamnesis system of labor divide the work. It emphasize the "flow orient" instead of "function orient" in the enterprise organize form. So it brings out a new idea of working unit administration. The purpose of BPI is to maximize the increment of business process while minimize the other aspects by researching and analyzing the business process. So cut the operation cost of each airport oil supply company. The BPI also promotes the efficiency of the production, the organization and the management of different business&working unit. The BPI insists on the following basic principle: the customer-center goal principle; concentrate on the flow system improvement; emphasis the synchronization reform of the whole working unit organization structure. The BPI introduces three ways: the analysis of oil supply ability; the analysis of working time and the ESIAO ways. BPI includes two contents. One is the improvement of oil supply model in oil supply system. The other is the optimization of product flow of business&working unit. The airport oil supply model research is analysis the product flow and operation of airport oil supply system. By using the value engineer theory and system management theory, thinking the process from receive to add jet oil, leaving the traditional theory and the running model, find out the unreasonable flow and tache and make the best operation model and carry it out. So we can cut the operation cost and promote efficiency of the whole oil supply system. There are three principles in the research of airport oil supply model. First, we must ensure the need of business. It's the most basic and important need. Second is the colligated economy. Third, we must combine with the fact and the development in the near future and at a specified future date. The BPI of working unit is mainly improved in the unit inner flow. This paper brings out five aspects to research: the description of present business flow; the working time analysis; the evaluation of the BPI guideline; the frame design of working unit organization; the administration of reform risk.
