Study On The Mechanism Of Intervention Of Women’s Federation In Domestic Violence

Domestic violence is a social problem exists in the world for a long time,especia-lly seriously for women.Its occurrence is caused by various factors such as social,eco-nomic,family,and others,it not only caused the victims’ physical and psychological w-ounds,but also left to the minor children shadow, even also violence.Anti-domestic violence began in the women’s movement of NGO in the world,women’s organizations play a decisive role on the intervention in domestic violence.China Women’s Federation represent the broad interest of masses of women since itsestablishment,and it has been made remarkable achievements to advocate the societyto against DV as the largest women’s NGO.Therefore, the paper is to analyze the ef-forts of Women’s Federations in anti-DV on which based NGO theory and cooperat-ive governance theory.At the same time,take Beibei of Chongqing as an example toexplore the legal service network problems, and to construct the system of coopera-tion with other organizations of Women’s Federation from the cooperative governanceangle.The first part of the article starts with the introduction of DV intervention theory,and clarifies the nature and function orientation of China Women’s Federation, and e-mphasized that Women’s Federation is very important in the DV intervention.The se-cond part is based on three-level legal service network of Women’s Federation to dis-cuss the practice of Beibei District,such as the establishment of professional organiz-ation, coordination, petition agency, domestic violence shelter, advisory complaints,and special jury system.The third part mainly analyses the WF’s advantage on interve-ntion in DV and difficulties it encountered during the intervention, such as the lack oflegal system, the fuzzy mechanism of working, the resource dependence dilemma, thelack of professional talents, and the difficulties of coordination of relevant departmen-ts.The last part mainly explores a series of countermeasures to perfect the interventi-on mechanism of WF in DV, including of clearing roles, enhancing the ability, devel-oping the cooperation, and give full play to the advantages of intermediary organizat-ion and coordination.
