President Hu Jintao in the party’s seventeenth congress report that:"Implement thedevelopment strategy of expanding employment, promoting job creation and encourageentrepreneurship to create more employment opportunities".Twelfth Five-Year Plan advicethat " Implementing a more active employment policy, vigorously develop labor-intensiveindustries, service industries and small and micro businesses, multi-channel development jobs,encouraging self-employment, promoting full employment. Standing at a new historicalstarting point, the Chongqing municipal party committee and municipal government proposedto take the path of the development of the people’s livelihood oriented. Maintaining a goodmomentum of economic development, increasing employment rate and paying attention to theconstruction of the people’s livelihood project are the top priority that the government has toaddress right away.Whether developed countries with higher level economy,or developing countries withlow level economy, the contribution to economic growth, attracting employment andmaintaining social stability by small and micro businesses, cannot possessed by other types ofenterprises.Traditionally ignore small and micro businesses’ development and rely on thedevelopment of the large and medium-sized enterprises cannot solve the continuous seriousemployment problems. The success of ZheJiang and southern Jiangsu family-run small andmicro businesses model tells us that the entrepreneurial way can bring the miracle ofeconomic development. Chongqing as the"pioneer"of national miniature enterprisedevelopment, although has favorable conditions of developing small and micro businesses,still faces inherent disadvantages and the plight of social environment of micro businessesitself, etc. Therefore, according to the small and micro businesses beneficial measures inwestern developed countries, and combining the actual conditions of Chongqing, to find asuitable way of the development of small and micro businesses in Chongqing is imperative.Around promoting the development of Chongqing’s small and micro businesses’ problem, thearticle altogether is divided into six parts to be discussed.The first chapter is the introduction.Besides the background and the significance of smalland micro businesses’ development in Chongqing,it mainly puts forward theideas,contents,methods,emphases,diffculties and innovetion of the research as well as theliterature review.With the urbanization forwarding fast,as a national urban and rural comprehensive reform experimental area,Chongqing is now facing the problems in shrinkagedifference,industrial strcture optimization,employment pressure relief and so on.Because ofthe various advantages,the small and micro businesses can adapt to the development of socialeconomy quickly.Therefore,to develop the small and micro businesses have become a majorissuse in the municipal government’s eyes.In recent years,the emergence of small and microbusinesses mushroomed has become an important force in promote the economydevelopment.The attention on small and micro businesses abroad has played a good rolemodel for us.As a result,it will have great significance for Chongqing with high-speeddevelopment to put the small and micro businesses into the field of research and into thedevelopment in practical level.The second chapter illustrates the theory of development of small and micro businessesand summaries the meaning of it. The outsourcing theory of privatization theory refers tooutsource the small and micro businesses training function belongs to the government.Organization and management theory tells us the small and micro businesses organizationstructure is simple but cannot ignore the management and the improvement of the wholeorganizational structure. The market gap theory discusses the characteristics of small andmicro businesses.In addition, this section also analyzes different definitions of small andmicro businesses in various countries and regions, clears about the division of small andmicro businesses that ministry’s department made in2011, and then sets up a research objectabout this paper. To comprehensive different definitions of small and micro businesses aboutmany foreign countries as well as the development of small and micro businesses inChongqing, and sums up the characteristics of small and micro businesses, which lays thefoundation for the research of this paper.The third chapter sums up the small and micro businesses’ development in Chongqingand analyzes the difficulties along the road and reasons. As a new thing, micro-businessesfirst developed in Chongqing with the support of human, material and financial from thegovernment which has made it give its play to society. But we also need to notice theproblems in its development, analyze reasons and solve them, which are the major tasks forthe government at the moment.Chapter four discusses the use for conference that the foreign countries’ small and microbusinesses’ devolepment give to our country. America, Japan and France are the developedcountries which realized the significant social function of small and micro businesses earlier and they have already started paying attention to supporting these small and micro businessessince the middle period of last century. These advanced and beneficial experiences are ofgreat helpful to micro-business development in Chongqing and the whole nation.The fifth chapter explains the development countermeasures that Chongqing governmentsupports and promotes the small and micro businesses. Through the analysis of the challengesfaced by Chongqing’s small and micro businesses that has mentioned in the third chapter,thispart targets the problems and offers solutions to better and further develop Chongqingmicro-business.The last part is the summarization and discusses the shortcomings and sustainabledevelopment of the article.
