After the Second World War,the community corrections as a new way of execution ofpunishment in the United States develop continuously,thus occupying a major position,andbecome the object of other countries in the world to learn.The community corrections haschanged the traditional penal system which based on the sentence of imprisonment,so that anon-custodial sentence become the center of the penal system.It places criminals in theenvironment of the community, making full use of community resources so that we can makeefforts to correct them.It not only safeguards the fundamental rights of the criminals,but alsomake the criminals’ returning to society become a reality,and make the socialized executionbecome the mainstream of the international community,which fully show that the socialcivilization makes a major step forward.Therefore,the community corrections are adopted bymany countries in the world,and the proportion of the community corrections far exceeds theapplicable proportion of the prison population,getting a great deal of social benefits.The community correction system through continuous development,forms a series ofcomprehensive theoretical and institutional system.Its wide range of rich content,and acomplete system take a leading position in the worldwide, becoming the first choice of othercountries to learn.This article through the study of the historical development of thecommunity corrections in the United States,analyses the main content of probation,parole andintermediate sanctions,to find out the beneficial factors for our contemporary society.Throughlearning from its history and combining with its characteristics at the same time,we can knowthe reference which is conducive to the development of our current community correctionssystem.The paper is divided into five parts,the introductory part describes the social backgroundof American community correction system,as well as the main condition to study thesubject,discussing the purpose,significance,innovation and deficiencies place of the author’sstudy on the American community correction system.The first part mainly identifies theconcept of community corrections,making the foundation for this study.The second partdiscusses the historical development of American community corrections by generating threedevelopment stage--the production stage,the mature stage and the twists and turns stage,tocapture the overall community corrections’ historical development.The third part specifically analyses several major ways of American community corrections--probation,parole andintermediate sanctions on the basis of the second part,understanding the American system ofcommunity corrections from microcosmic angle.The fifth part analyzes the characteristics ofcommunity corrections in the United States based on the preamble.
