The Criminal Law Amendment (8) is adopted in February25,2011, whichdetermined the legal status of community corrections in our country, for reform andimprove our criminal enforcement system laid a solid foundation. Community Correctionshas pilot for eight years, and achieved remarkable achievement. However, the legislationlags behind community correction practice, there are still many problems, especially theabsence of relevant procedural regulations have restricted the development ofcommunity corrections. Rigorous and scientific program is not only the guarantee torealize the purpose of community corrections, but also the symbol of communitycorrections development and mature. Therefore, the study on community correctionsprocedure is important.Based on thorough study the datas of community corrections about home and abroad,first of all, the concept of community corrections, the nature and applicable scope arediscussed, and the independent value of procedure-the procedural justice-procedure firstfor the train of thought, by analyzing the relationship between substantive justice andprocedural justice, pointing out the importance of program priorities. Second, bydescribing the development situation of Community Corrections, from pre-trialinvestigation, enforcement organizations construction, Corrections link, the rightsprotection and relief, social forces, etc. going deep into analysis of the lack of communitycorrections program. Finally, by analyzing the necessity and feasibility to completeCommunity Corrections procedure and referring foreign advanced experience, putsforward the suggestion to build our community corrections program.Community corrections as a way execute penalty in social, its smooth operationdepends on sound procedures to regulate and protect. Therefore, the communitycorrections relevant procedural issues should be given special attention.
