In this study, Suzhou and cultural needs of migrant workers and public culturalproducts provided by the Government for the study, Parsons ’s theory of action researchperspective, through questionnaires, interviews and content analysis methods such as fielddata collection.First, discusses the current situation and characteristics of migrant workers andcultural needs. Characterized as follows: lack of cultural life as a whole, there aredifferences within populations, low utilization of public cultural facilities, culturalactivities actual participation is not high, and the means to meet the diverse culturalneeds.These problems arising with the relevant context in which migrant workers, low-income migrant workers, work intensity, general living conditions, limited access toinformation. From the perspective of public cultural supply, current problems are:Lectures few species, youth-oriented audience to the elderly; to show for the purpose oftraining, institutional exclusion of migrant workers; cultural activities concentrated in thebase camp, communities relatively small grassroots activities.Finally, the reasons are that the government is not clear on their own functionspositioning, grassroots community work based on the " administrative logic" rather than "service logic", the pursuit of business to maximize efficiency, less investment culture.Sothe government should change their ideas from the macro-, meso-operation mechanismson public culture, the microscopic reconstruction countermeasure three service models,and explore public cultural service system for migrant workers and cultural needs of thecity. This suggests that culture and cultural needs of the supply of migrant workers andgovernment departments there is a certain bias.
