Since reform and opening up, China's cultural building greatly accelerated the pace of cultural infrastructure continued to be refined, and the cultural market becomes more prosperous, the cultural life of the masses more and more colorful. However, as the socialist market economic development and opening wider to the outside world, the economic infrastructure of cultural survival and development, institutional environment and social conditions have undergone profound changes. Public cultural services as a new formulation, has reflected the basic mentality of the reform of our cultural system .In the current situation, in order to satisfy the broad masses of the people's basic cultural needs , public cultural service system which cover the whole society more complete will be gradually Constructed.Migrant workers migrate from cities to cities, and they are engaged in varieties of jobs. They search for their dream while contribute to the city. Migrant workers are not only the facilitator of economic development, as well as rural and urban exchanges and ties. However, migrant laborers public cultural awareness and participation in activities enjoyed by the public cultural services has not match to what they contribute to economic and social. Because of the financial input mechanism and a series of the existing system, it is obvious that migrant workers lack of public cultural services. Moreover, the right of public cultural services has neglected subjective, migrant workers' public cultural services presented a "marginalized urban and rural areas" state.It is a systematic project of build public cultural service network for migrant workers. To improve the level and quality of public cultural services for migrant workers, we should work on migrant workers from the occupational status and detached from the underlying factors and start with the reform of the household registration system as a breakthrough, comprehensively promote the building of migrant workers' public cultural service network.
