Under the background of China entering aging society, the provinces of "two-child policy" gradually fall to the ground, the contradiction between supply and demand of domestic market and China’s tense employment situation, which calls for more domestic service works. Domestic work of non-decent and demonized negative images worries domestic workers. Meanwhile, taking harmonious society and achievement of laborer’s decent work, improvement of working environment of domestic workers, boost of social status of domestic workers and quality of the domestic work, quick response to growing demand as well as domestic work legislation and management into consideration, their issues must be on governments’agenda as soon as possible, for example, Non-decent labor of domestic worker, domestic workers’position of itself and the social, self-interest expression limited channel, scarcity of social relation network, income instability, and weak social support, which exert a great influence on institutional links with policy participation in policy formulation and policy implementation. Therefore, this article on the research of governance of domestic workers absent from policy participation can facilitate domestic workers to participate in decision-making, and have an equal opportunity to participate in mutual governance with government and social organizations, and perfect domestic work disorder market, making into be sunshine industry which benefits the country and the people, and expanding domestic workers involved in equal participations social network. Optimizing the institutional channels step by step and creating sound social environment make it more possible for silent domestic workers to speak out in the field of public administration.Based on social capital theory as the analysis framework, the three core elements of social capital-trust, norms, network as the breakthrough point, through questionnaire surveys and in-depth interviews from four provinces-Beijing, Guangzhou, Xi’an, Wuhan, the thesis attempts to analyze realistic difficulties and factors in the absence of domestic workers’ policy participation, from three dimension, respectively being domestic workers’ individual level, governments level and social network level. Meanwhile the thesis clarifies restricted factors of domestic workers group’s participation in policy links, with three perspectives, characteristic of trust relationship between domestic workers groups and government, the absence of legal and institutional about policy participation, and weak social organization of domestic workers groups, namely the general lack of trust, unsound institution and weak social organizations. Aimed to the above problems, from the viewpoints of trust, norms, network, the thesis further puts forward feasible measures, indirectly proposes actions to optimize policy participation links.The innovation of this article uses academic research on citizen participation in public policy issues for reference, or based on research about vulnerable groups, the obstacles of farmers participating in policymaking and ways, putting forward the possibility and necessity of domestic workers involved into the participation in public policy. The thesis’s topic is relatively creative on the basis of social capital. In the early phase of collecting documentation, I found few researchers focused on the governance research about domestic workers absent from policy participation. This paper attempts to explore correlation between social capital theory and domestic workers policy participation. And from a new perspective, will do a research about domestic workers policy participation’s problems, factors and solutions written to this article.
