Research On The City’s Government Public Service Oriented By The Residents’ Happiness Index Perspective

Hume, the British philosopher, had said that happiness is the common goal for all mankind to pursuit. Basically, the purpose of economic activity is to meet human’s survival, development and self-actualization needs. Which ultimately is to improve people’s livelihood and happiness. That is to say the ultimate pursuit of life lies in the pursuit of happiness.For a long time, people consider that the development of society is equivalent to the growth of GDP. which in fact has resulted a series of adverse effects. Including the extensive mode of economic growth, the widening of income distribution gap,in-conformity of economic growth with the residents’ welfare improvement, and discordant of the development of society and nature and so on.As our country’s economy has stepped into the new stage of mode changing. our party begin to realize that the residents’ happiness is not consistent to the GDP growth, and start to think about the innovation of policy. Then our government decide to change the work focus into enhance residents’ happiness. Since 2012,there are more than one hundred cities have made "happiness city" as a political concept clearly, through taking "construct happiness city" and “city’s happiness index” into inspection system. Under this background, researches on "happiness index" in our country also increases rapidly, which is presenting a new trend of governance concept innovation. In order to change the "managing city" to "happiness city", many cities have taken powerful measures to improve the residents’ livelihood and satisfaction. Indeed, for our government policy makers, which group is not happy is the most important to consider. Though thinking where their demands are can help them adjust the policy effectively.On a world scale, happiness is also leading a new developing path. In April 2012, a high-level meeting entitled "happiness and well-being: define a new economic model" was held at the United Nations headquarters in New York. Ban ki-moon, the secretary general, said the world’s happiness and well-being depent on the balance developing model of economic, social and environmental. For some common economy and climate problems all of the global, many governments and international organizations also reviewed the policy of regarding GDP as the highest thinking and extended the concept of development to a broader field of vision such as economy, society, environment and people’s well-being.This research take happiness index as the direction. Combining happiness index with government’s public service to construct evaluation system of city happiness index. Through actual example’s analysis, aiming at giving guidance of government’s services policy by revealing what make the residents feel no happy.
