As the network and people’s daily lives are increasingly linked, individuals, corporations and other organizations increasingly use microblog to communicate to achieve commercial infomation and value. Meanwhile, government also began to gradually use microblog marketing campaigns for public utilities, and this trend will continue to move forward. So. exploring effective government microblog marketing model and the best combination of strategies to build government’s marketing system is very necessary.This paper, based on the relevant domestic and international studies on network and microblog marketing, used the comparative analysis on network marketing programs and other marketing programs and the analysis on actual government microblog marketing case and the propagation characteristics of microblog to get the was the preliminary conclusions. And this paper aslo use the conclusions to test and fix the X Government microblog marketing practice and ultimately construct the X Government microblog marketing system.Main conclusions of this study include three aspects:1) government microblog marketing steps;2) government microblog marketing mode of operation;3) the government microblog strategy profiles. The study found contructing microblog marketing system of X government depends mainly on the following four aspects. First, government departments must clearly and accurately position the government microblog marketing objectives and functions. Second, the government should positively do the government microblog content development. Third, X government should do CRM. Fourth, X government microblog marketing system construction also requires appropriate promotional activities. A comprehensive government microblog marketing system construction is also need to security strategies to protect and support the various safeguards which mainly divided into organizational safeguards, platform safeguards and funding safeguards.This studY not onlv realize a realistic reference value to construct the X Government microblog marketing system. but also provide a theoretical support for other domestic and foreign governmental public institutions to construct the microblog marketing system.
