Researeh On The Leading Cadres Assessment Work Of T Department In Maritime

The fourth plenary session of the seventeenth central committee of PRC points out that we have to deeply reform cadre and personnel system, build a high qualified cadre team which is good at promoting scientific development and social harmony. It emphasizes to improve and perfect cadre management system, and form scientific and standardized personnel selection system. Thus, to improve and perfect cadre assessment system is not only the certain requirement of the fourth plenary session of the seventeenth central committee of PRC, but also one of the fundamental ways of advancing the implement of scientific outlook on development. Building a set of scientific and perfect party and government cadre assessment system can make the assessment contents, methods and results analysis more scientific, standardized and systematic, in favor of selecting the right cadre by organization and personnel departments, forming dynamic personnel selection system, guiding cadre to make clear scientific developmental directions, thoughts, targets and service objects, which has the effect of encouraging, restraining and directing on cadre. Thus, to build a set of assessment system, which can reflect the characteristics of cadre, assessment work regulation, and the requirements of scientific outlook on development, is a real major issue which is concerned, actively explored and solved in the practice of organization and personnel departments in recent years. The Organization Department of the Central Committee of the CPC issued three sets of documents, which are The Scientific Development Outlook Requires to Reflect on the Local Party and Government Leaders Trial Measures for Evaluation in2006, Views On Establishing Party and Government Leading Bodies to Promote the Scientific Development and Leading Cadres Examination and Evaluation Mechanism and Comprehensive Evaluation Method of Local Party and Government Leading Bodies and Leading Cadres (for Trial Implementation) in2009. The party and government cadre assessment system is only in researching stage with fractional and scattered research results for public, and systematic research result is still in blank. This thesis adopts the method of empirical study to research the party and government cadre assessment system. On the basis of analyzing and learning the research result at all times and in all over the world, the thesis researches and defines the related concepts of cadreassessment by the requirements of scientific outlook on development, as well as summarizes and explains the application of assessment theory. Through investigation, the thesis deeply analyzes the question, appearance and reason in cadre assessment system of certain department in Tianjin Maritime Bureau, and provides solutions for building cadre assessment system from multi-aspects, as well as systematically and completely answers the question that how to build a cadre assessment system which can reflect the requirements of scientific outlook on development. Based on the study of theory and methods, the author has investigated the annual assessment of certain department in traffic Tianjin Maritime Bureau in order to enhance the operability and practicality of the system, and has made certain effect. The practice has proved that this system has strong practical operability.
