The Research On Assessment Of Leading Cadres Of Local Party And Government In China

The assessment of leading cadres of the Party and government is the premise and foundation of their simulation, training, selection and appointment, and is the key of the improvement of the Party's and local cause and the key of the construction of socialist harmonious society. In our country, the assessment of leading cadres of the Party and government has been being valued, and consummated in constant exploration and practice gradually. But, the systematic study on the field of local Party and government administrators'assessment is blank in our country, and there are various problems in practice.This paper focus on the assessment of leading cadres of the local Party and government which has great realistic significance. Firstly, it explains the relevant concepts and theories of assessment of leading cadres of the local Party and government. Then, the paper uses theoretical knowledge of Human Resource Management, Public Administration and Organizational Behavior to study on and analyze the exploration and practice of the assessment of leading cadres of the local Party and government in our country. According to the extensive studies on evaluations mechanism of local Party and government administrators, it chooses the evaluations mechanism of three representative province and city to research and command. Then rely on the support of empirical cases, the paper points out some defects in the assessment of leading cadres of the local Party and government from five aspect which are assessment subject, assessment indicators and weight, assessment methods and procedures, use of assessment results, system and safeguard measures in macro aspects, and then analyzes the reasons. At last by expatiating the measures of assessment of civil servant which are adopted in Britain, American, Singapore, this paper summarizes their advantages in other countries and puts forward corresponding countermeasures for the defects mentioned above by borrowing other countries'good experience, which are establishing a diversified system of assessment subjects, improving the rationality and science of assessment indicators and weights, perfecting and innovating assessment methods and procedures, building a fair feedback system and result use system, establishing and improving the related system of assessment of leading cadres.
