The beginning of the20th century is a critical period for the United States to emerge as a dominant regional power moving towards the world. With the rapid growth of economic and military strength, President Theodore Roosevelt extended the Monroe Doctrine guiding principle of U.S. foreign policy from the international and domestic situation. He made the famous "Roosevelt Corollary" and thus changed the purpose of Monroe Doctrine from regional defense to regional leading. Roosevelt’s foreign policy, the Monroe Doctrine not only built a good local environment, but also maintained and promoted the expanding of national interests of the United States. It had a profound impact on the rise of the United States. China is now at the rising phase as a rising power and faced with complex and severe regional environment, which needs to address how to handle the relations with other countries to become the dominant regional power and thus achieving its rising. Thus, the study of Roosevelt’s foreign policy under the guidance of Monroe Doctrine has vital significance for China’s regional foreign policy decisions during the process of rise.First, this paper has improved the foreign policy theory of neoclassical realism by increasing the level of a regional sub-system, which makes up the defects in its structural level analysis. This provides a more rational analytical framework for the analysis of Monroe Doctrine foreign policy in the early20th century.The Monroe Doctrine is the cornerstone of American foreign policy. It has had a profound impact on the formulation of U.S. foreign policy. From1823Monroe madea declaration to the early20th century, Monroe Doctrine experienced three stages of development:regional defense weak, strengthen regional defense and from regional defense to regional leading.The formation of Theodore Roosevelt’s Monroe Doctrine foreign policy was decided by the structure of international system, the structure of regional sub-system and many domestic factors. In the international system level, Britain’s strength began to decline, and the rise of the United States made itself a big country after the UK. In the regional sub-system level, Anglo-German tensions began to intensify, which accelerated the British retreat from the Western Hemisphere, which made the power advantage of the United States more pronounced in the Americas. In the state unit level, the impact of monopoly business interests, changes in the power structure between the executive and legislative branches of federal government and president’s ideas and personality have contributed to America’s foreign policy to adapt to a favorable international and regional structure.Implementation of the Roosevelt’s Monroe Doctrine foreign policy had created a good environment for the rise of the United States. In relations to extraterritorial powers, United States replaced Britain’s leader position in the Western Hemisphere, and succeeded in preventing the interference of European powers in the Americas. In bilateral relations within the region, The United States won the Panama Canal which has an important strategic position, and maintained the Western Hemisphere’s political and economic order. In multilateral relations within the region, the United States began to play a leading national role in its region by convening of the Pan American Conference and consolidate results of the meeting. These actions made the America’s political influence continued to expand in the Western Hemisphere.Roosevelt’s Monroe Doctrine foreign policy not only had protected America’s national and peripheral security and enhanced America’s political influence in the region, but also expanded America’s economic interests abroad. This had laid a solid foundation for the interests of the United States’continuing to rise.
