On The Evolution Of The CPC’s Economize Policies Since The Foundation Of New China

The CPC always adhere to saving. All of its economize policies are guided bytheories of saving by marxist authors of classics, drawing lessons from theories ofsaving by the ancient chinese, constantly adjusting in the process of solvingpractical problems. During the period of transition to socialism, in order to solvethe contradiction which is the national large-scale construction need and "verypoor" economic situation, the CPC put forward the "Diligence and Thrift" policy.In the beginning of the period of all-round socialist construction,in order to expandthe scale of construction and speed up the development, the general line for thesocialist construction included the economize policy. The "Cultural Revolution"period and two years after that, the CPC proposed "Saving in the Revolution", to acertain extent, adhering to the economize policy. The period of reform and openingup, focusing on the development of the construction of socialist modernization,persisting in taking economic construction as the center, the CPC reaffirmed"Diligence and Thrift" policy. With the resource problems became more serious, ithad more constraints on economic development. So the CPC attached greatimportance to conservation of resources, from emphasizing the development andconservation in energy aspect to emphasizing development and conservation withthe conservation go first in the resource aspect, and then presenting theconstruction of "Conservation Minded Society". Since the18th national congressof the communist party of china, in order to make the work style better, resist theundesirable influence, the CPC put forward the "Eight Regulations", issued the"Practise Economy and go against Waste in the Party and Government Organs", topromote the economize policy institutionalized and normalized, strengthen theauthority of conservation system.For a long time, the economize policy plays an important role in this aspects,such as economy, politic, the construction of the party, the society and so on, whichthe CPC attaches great importance to. Sums up the disciplines in the policyevolution of conservation of CPC, are helpful for the implementation anddevelopment of the economize policy of CPC in the future.Through making thehistorical evolution of economize policies of CPC since the foundation of ourcountry clear, this thesis thinks about the relationship between saving anddevelopment, people′s livelihood, the construction of the CPC,the public good, sums up that the CPC should adhere to saving and concentrate on development, payattention to making the increase of the people’s living standards adapt to theeconomic development speed, insist saving to develop the CPC′s style construction,form the favorable public moral climate, promote economic and socialdevelopment.
