An Analysis On The Reform Of Non-Current Affairs Newspaper And Periodical Publishing Institutions

According to the deployment and requirement of the Central Government, the institutions publishing non-current affairs newspapers and periodicals started to implement enterprise restructuring in2011. In the field of news propaganda, newspapers and periodicals on non-current affairs are as a whole an important base for expressing public opinions; therefore, reforming their publishing institutions is a tough, highly political and strategical task which involves a lot of publishing institutions. In accordance with the instructions of the scheme instituted by the Central Government on the reform of the non-current affairs newspaper and periodical publishing institutions, the restructuring should be completed by September,2012. However, as a matter of fact, the process of restructuring the non-corporate newsrooms, an indispensible component of the publishing institutions involved, has not yet launched on a large scale. The reformation doesn’t go smoothly because the policies made lack specific details and many of the people concerned cannot get a deep understanding of the reformation.Based upon the background of the restructuring of the non-current affairs newspaper and periodical publishing institutions, this thesis chooses the publishing institutions involved as the research objects, analyzing the problems in the process of restructuring and its contributing factors, and finally offering effective optional solutions.This thesis mainly expounds the research background, literature review, the research theories and approach. In the context of public service reformation and the development of cultural industry, this thesis illustrates the basic significance, the course, the reason and the main principles of the restructuring. Then, it presents the research ideas and approach based upon the relevant government documents and research findings. Meanwhile, it constructs a frame for analyzing the problems in enterprise restructuring by using such research methods as literature research, fieldwork and comparative studies. The main factors that impede the course of reform are that people are too conservative and an effective modern enterprise institution is still unfounded. How to properly deal with these problems is the key that secures the efficient implementation of the institutional reform of the non-current affairs newspapers and periodicals and the powerful development of their publishing institutions. This thesis offers the options of ways out for the restructuring of these publishing houses. From the angle of the government, it gives a clear location, considering the administration and service simultaneously and trying to make the government well-functioned in the process of the reform; from the angle of the publishing institutions involved, it lays stress on rationalizing the relations, innovating the institutions, and making clear the responsibilities of the publishing institutions in the process of restructuring.
