Research On The Leadship Of Party Committee To Improve The Internal Governance Structure Of The University

The governance structure of university is an important part of modern stategovernance system. According to the Outline of National Medium and long-term Planfor Education Reform and Development (2010－2020),it is supposed to advance thereform of inside administration of a college, perfect governance structure and establish amodern university system with Chinese characteristics. The Third Plenary Session ofthe18th CPC Central Committee made it clear that we need to improve the innerstructure of school and promote the modernization of national governance system andabilities.Thus, it is indispensable for us to be the pioneer of perfecting inside system asone of the leading schools of national higher education.Leadership of Party committee is one of the characterics of a modern university inour country,which is also the a must of a university with Chinese characteristics. Afterthe founding of PRC, building of inner govenerance in a university has witnessed fiveperiods of time: inheritance,establishment at the fist stage,absolute leadship,rationaladminstration,completion.Committe of Chinese Communism Party at basic level hasplayed a key role in building a sound inner governance system and a betteradministration. However,it is natural that leadership of Party committee is notflawless,which had an impact on the system environment,capabilties of the cadres,the control object of leadership,dysfunctioning the leadership.Leadership of Party committee shares the role in perfection of inner governancesystem, serving as a powerful motivation of inner development of a university. It isnecessary for the Party committee to clarify the targets,contents,and methods ofleadership, paying more attention on the innovation of the leadingconcepts,methods,systems during the improvement. It is also expected to change the theme,extent,efficiency of leadership so that it could in turn strike a balance ofrelationship among different sides, making a harmonious atmosphere, constructing amulti-dimensional supervising system on the basis of guiding the development of auniversity. We should also explore the path to achieving a co-governance under theleadership of the Party Committee, speeding up the development of modern universityto lay a good foundation of inner governance of university from the perspective ofpolitics, organization and ideology.
