Since the reform and opening up, China’s economy develops in rapid paces, and economic and political reforms have deepened continuously. In14tasks proposed in the Third Plenary Session of the Party’s eighth report, transformation of government functions is on the priority Owing to the transformation of government functions, the original planned economy has no longer existed, forcing the administrative institutions to return their government functions to the community. In addition, the diversification of employment makes social mobility accelerate, resulting in a large number of" man from units" to society and switching roles to be a common person and hosted by community. With the growing urban population, the city’s floating populations gathered before are taken over by the community due to laid-off, unemployment and retirement, thus large number of old and new social conflicts, conflicts of interest emerged in community, hence a dramatic increase in the workload and low community management efficiency. In this situation, the community management is overloaded. How do they breakthrough the old traditional ideas on community management and establish a new concept, has become urgent need for innovative community management approach, seeking a suitable management model to meet ment needs of modern urban community.Griddization Management is a new model for community management that has been actively explored and spread widely. It refers to the application of modern information technology by governments, which establishes a social management information system to divide the region into several units grid with certain criteria. It integrates all contents involving people, places, things, events and organizations, etc., to implement sophisticated, information, dynamic social service management, which is a revolutionary and innovative urban management approach.In recent years, Chibi’s social and economic development has made considerable progress, part of them ranks the forefront of Hubei Province and the country. Working on community grid management is no exception; it gets its positions and rank in Hubei Province. Chibi grid management has realized the implementation of grassroots working through management mechanism innovation. It is an effective initiative to insist on relying on the masses, strengthening grass-roots level, integrating of resources, services and management efforts. Relying on digital information platform, it divides the management area into a grid of cells as per relevant criteria, involving people, places, things, events, organizations and so on, realizing the concentration of social service management forces, clear responsibilities, resource integration and efficient operation, establishing a sound systems of finding problems timely, coordinated, treatment and effective supervision, implementation of responsibility, and complete services.The city of Chibi community gridded management construction has made certain achievements, but there still exist such as community gridded management work in progress is not balanced, residents participation is not high, the community management work difficulty of large time delay and community information platform construction and other issues. So Chibi need by referring to the experience of other areas in China, combined with the situation. In the end, it proposes to improve grid management community social cognition, value the team building, focus on changing the style and innovative services, so as to develop the consideration and countermeasures on community information grid construction.
