The Development Process Of Volunteer Organization Significance Framing&Action Strategies

In recent years, the volunteer organizations(VOs) have got a rapid development, which causes so many discussions in academic circles. The thinking about the development process of VO as well as how to establish a common behavioral significance is of great practical significance not only in the concern about the practice logic for VO but also in thinking about how to guide their healthy development.The author makes the analysis of the inner practice logic of VO by regarding VO as a collective action to create public goods, even a new social movements beyond the physical orientation. The key point is that how the volunteers construct and convey their significance framework to form a common understanding and common belief of the mission. The reason why the volunteers were willing to invest time, money and energy to VOs, is subject to self-realization and the team attribution framework, particularly in the self-realization framework, shows the varies reasons:the ideal realization of social and loving, looking for a sense of belonging, the joys of life, friendship and love, to enhance the ability. Through the framework of these Significance, we can understand the practice idea of VOs and the emotional state of volunteers clearly.In the state of individual voluntary action, the volunteers hold a complex mixture of motives, during which they build and deconstruct the significance of their behaviors:the simple meaning of charity; in the state of informal volunteer groups, the new formed group value will have a potential crisis because it’s just a short and sweet cooperation, the Action Strategies at that time include: how to obtain the basic resources to get survive and initial developments. In the state of formal VOs,the significance framing becomes complex and diversified:from pure charity and welfare logic to diversified logic, in addition to welfare logic, there is development logic, rights asserting logic, and social changing logic, and action strategies also turn to how to become more specialized and organized:the trust and cooperation between the volunteers and the inclusive and open approach to the volunteers. When the VOs faces obstacles such as the lack of legitimacy, lack of resources, lack of capacity and so on, we can see how VOs take the appropriate strategy to break through them.In the development process of the VOs, the support provided by the training institutions is undoubtedly of great meanings, the support included:office space offering, capacity building, personalized counseling, project cooperation, resource links, and community service referrals, which helps VOs to overcome the obstacles as we mentioned above.The paper is divided into six parts, the first part is the introduction, including the background and significance, research ideas, research object and research methods, the second part is a literature review, namely, review of foreign and domestic scholars on the subject existing research results, and proposed that this article is different from the previous and its significance, the third part is to analyze the process of the individual voluntary actions to the informal volunteer groups, including the motives and the behavior significance of individual voluntary action, the value forming and action strategies of the volunteer groups, the fourth part is to analyze the process of the informal volunteer groups to formal VOs, including the diversified significance framing and action strategies of VOs, the fifth part is the analysis of the obstacles to development of VOs and support strategies, the sixth part is to discuss the relationship between the VOs and the civil society,the active of the VOs which is on behalf of NPOs, makes a great contribution to the western ’civil society’,however, the attempts of VOs in China, makes a great difference in leading a clear trend of China’s civil society.
