Juvenile are a special group of people who need special protection byour country and society, so building up a kind of special criminal justice system forJuvenile has become a world tendency. As part of Juvenile criminal justice system，social report of juvenile justice provides a premise for the necessity and rationality ofpunishment，but also becomes an appropriate starting point for Non-Penalty method thatcan help to achieve the goals of protecting Juveniles rights，recovering physically andmentally and correct their conducts. obviously juvenile social report is a kind ofcriminal justice standard through the whole process of criminal case.In2013, the newly promulgated Criminal Procedural Law formally confirmed theofficial legal status of juvenile social report that are carried out all over the country andpushes forward the development of juvenile justice. Throughout the development ofjuvenile social report, useful researches and trials in our country starting at the end of1980’s and beginning of1990’s. Juvenile social report had achieved remarkable effectprofound theoretical value and practical significance by combining the advancedforeign experience.But it should be noted that, in the light of the different localconditions and justice environment, guiding theories and the practical methods are alsodifferent that lead to some problems. It is necessary to put forward common andaffective rules and standards by combining practical experience and required standardsto make it go a step further standard and consummation.This paper is divided into four parts. By adopting literature review and comparativeresearch to compared the social report design in and out of our country. The analysis ofthe main problem of social report would help to seek answers to perfect system.The first part is based on the conception of juvenile social report,and then focusesthe discussion on the development of the basic theory and historical evolution ofjuvenile social report with interpreting its the main content, the main principle andchanges and progress.The second part the comparison and reference of foreign social report mainlyanalyzes and compares the situation of social report in United States, England，Germany, Japan，and conclude that in common and development tendency.The third part “analysis of the state of the social report in China” is one of the focusesof this article that mainly discuss the basic condition of social report in our country. Furthermore, this part analyzes the some problems in relation to it like stagnation oflegislation, legislative defects and difficulties in practice and linkage between theprocedures on the legislation and judicature position.The fourth part “the perfect suggestions for social report in China” tries to perfectjuvenile social report based on current problems by arousing the suggestions for it, andit discusses perfect legal system, investigating entity, investigating procedures,investigating methods and coordinated measures.
