With the continuous development and improvement of socialist market economy, increasing diversification of socio-economic composition, organizational forms, employment styles, interest and distribution methods, the profound changes of economic relations and labor relations, safeguarding the legitimate interests and special interests of female workers meets many new situations and new problems. Interests protection special collective contracts of female workers driven by the union, is not only an important way of the unions to organize and serve the overall situation, service female workers, but also an important system design of safeguarding labor rights and interests of female workers, practicing gender mainstreaming strategy in the labor field.Based on the implementation background, implementation progress and research significance etc. of domestic female workers special collective contract, this paper analyzes the effectiveness of female workers special collective contract implemented in Yunnan from a macro-level data related Yunnan. For searching the "best practices" of female workers collective negotiation, we choose one state-owned enterprise in Yunnan as specific case. Through questionnaires, interviews, etc., this paper carries out in-depth research, summarizes the main approach, objectively analyzes the implementation effect, and finally gets the main conclusions. On this basis, digs out the successful experience of this case worth promote in the province. That is to seek a balance point of interest, to strive lawfully and emphasize tactics in consultation process, and the democratic supervision in the whole process. Meanwhile, further explores limiting factors affect female workers special collective contracts to play a role in this case. That is the influence of subjective factors greater than the protection of objective system, subordinate nature of unions in enterprises impacting its role to play in certain extent, developmental needs of female workers need further attentions. This paper proposes related countermeasures and suggestions according the existing problems:firstly, promote introduction of relevant laws and policies, promote the realization of the government-led, improve the ideological understanding of business owners and female workers; secondly, reconstruct the relationship of unions and government, reform the existing structure of enterprise unions, and give full to play the role of local unions. Thirdly, protect the rights female workers to participate in national and social affairs, and enterprise management, strengthen classified guidance of special collective contract work. Through the efforts of these three aspects, foster social soil of collective negotiation, form the working system of up and down combined and inter and out interacted, lay the ideological solid of contract implement, improve the quality and level of the contract, gradually expand social support of the contract, construct female workers collective consultation mechanism conformed to Yunnan’s actual, and effectively play its role.
