Therefore, this paper suggests thattown and township governments have to optimize financial regulations, strengthen supervision of public service expenditure, emphasize public participation indecision-making, create multi-supply modes of public service in order to strengtheningfinancial security of public service at town and township levels based on sophisticatednotions and successful experience of developed countries.
