Town and township governments are the basic levels of the governmental structureand therefore the end executer of policies of the central government. The capability ofpublic service is an comprehensive indicator of economic power, management level anddevotion to public service for any town and township government. The capability ofpublic service by town and township governments is, in fact, confined by the economicdevelopment and financial power in the region. Explore and expand financial sourcesand boost local economy is the very foundation of enhancing public service capabilityof town and township governments. However, under the effect of the marginal profitdigressive regulation, there is always a ceiling for expanding finance whereas socialprogress and development entail a growing demand on public service. Thus, it is soimportant to search the balance between the demand and supply of public service inorder to enhance the capability and efficiency in public service by town and townshipgovernments.Guided by the theories of the New Public Service, Governance, FiscalDecentralization, this paper makes detailed analysis on the real situations of how townand township government of Liyang City safeguarded the financial security of pubicservice in the recent years.Based on the financial expenditure in basic education, socialsecurity and employment, Medicare, public security, environmental protection, culturaland physical education and mass media, this paper points out the current problems andcauses such as the asymmetry between the governance and financial power, the pressureon fiscal revenue and rigid spending growth, the lack of fiscal supervision and theunscientific decision-making mechanism and so on. Therefore, this paper suggests thattown and township governments have to optimize financial regulations, strengthen supervision of public service expenditure, emphasize public participation indecision-making, create multi-supply modes of public service in order to strengtheningfinancial security of public service at town and township levels based on sophisticatednotions and successful experience of developed countries.
