| Since the concept of service-oriented government was put forward in 2003,after more than ten years of trial and promotion,China has basically realized the transition from an administratively controlled government to a service-oriented government.As an important content of a service-oriented government,the construction and supply of public services are also facing inadequate services and grassroots society.In order to investigate and analyze the quality of public services at the grass-roots level and analyze the problems,the author chose the W town government in Z province as the research object,designed a questionnaire to issue recycling to cadres and the masses,interviewed the cadres and the masses,and tried to find townships through empirical research.Problems in the process of government public services,combined with actual and author’s thinking,explore beneficial ways to improve the quality of township government public services.This thesis is divided into five parts for writing.The first part is the introduction,which mainly expounds the background and significance of the subject research,and sorts out the theory of government functions and public service construction.The second part specifically expounds the relevant theories of public services,including the theoretical basis,theoretical connotation,etc.,puts forward the evaluation elements and standards for the quality of township government public services,and builds an evaluation model suitable for this study.The third part mainly evaluates the public service quality of W town from five service indicators: basic government service,basic public facilities service,basic living service,basic social security service and macro development service.The fourth part is based on the public service evaluation results of W town,and analyzes the low quality of public service of township government in terms of township government agency configuration,public service capacity and attitude,policy formulation and implementation,supervision and evaluation,and public awareness.the reason.The fifth part mainly analyzes the effective ways to improve the quality of public services of township governments according to the reasons mentioned in the fourth part. |
