Research On The Development Of Public Service Functions Of Township Governments In The Construction Of Characteristic Towns

The concept of characteristic towns is proposed under the background of the national new-type urbanization planning and characteristic towns play an important role in promoting the urbanization and Rural Revitalization.The development of characteristic towns can help to develop a new economic model in rural areas,promote revitalization in talent,culture,industry,organization,ecology and other fields,encourage local entrepreneurship and employment of local residents,and contribute to the urbanization.The distinctiveness of the characteristic towns is that it is different from the organization town,so the development of characteristic towns need support of the township government.At this stage,most township governments still stay in the preliminary stage of exploring how to perform public service functions to promote the development of characteristic towns.In terms of the function of township governments,it is easy to mix characteristic towns with the organization towns.The literature survey indicates that there is very little research on how the township governments perform the public service functions when promoting the development of characteristic towns.However,as the lowest administrative department,the township government is responsible for most of the public affairs from the township to villages.There is a positive correlation between the public service functions of township governments in urban construction and the how characteristic towns work.Therefore it can be seen that how the public service functions of township governments is performed has a significant impact on the sustainable development of characteristic towns.The research indicates that the township government plays a guiding and coordinating role to promote the development of characteristic towns and make policies to support the characteristic systemically.Moreover,by coordinating all quarters concerned,the township government help to increase the speed of development of characteristic towns.At the same time,the township government improve the infrastructure and response to the needs of characteristic in time.Based on the fieldwork in T town,there are some problems in the township government plays its role: poor public service,lack of ability to integrate the public resources and coordinate all quarter concerned.There are following reasons: the government officials haven't developed the concept of social service,urban-rural dual structure and poor public service support.Therefore,the township government can improve the public service and promote the development of characteristic towns from following aspects: deepen the understanding of public service theory and adjust the role of township government;make use of the public service properly;play an positive role in coordinating and involve more participants;establish the systematic public service and policies support.
