The Countermeasure Research On Safeguarding The Rights And Interests Of Peasants In The Construction Of New Rural Communities

As the product of new-type urbanization, the new rural community is an important way to break down the urban-rural dual structure. The concept new of new-type urbanization lies in the innovation of reforming concept, which is to take the realization of peasants’ rights and their participation in the modernization process as the starting point of the construction of new rural community. Across the country exploration have been spread and especially in Henan province and Shandong province and other places,the farmers’ yielding and living level have been improved significantly, since the central government put forward the conception of constructing the new rural community.However, along with the profound changes the problems about rights and interests of peasants have been gradually become a heated issue. Their rights and interests in these respects are subject to different degrees of infringement such as politics, economy,culture, education, medical and so on. The subject status of farmers isn’t reflected in many new rural community and farmers have become the victims of the interest game of all parties. Being forced to move, the deficiency of living security after losing their ground, lack of voice in the governance of the community and less sense of belonging to the community are problems that severely affect the healthy development of the new rural community and also go against the people-oriented core idea. This study basing on the theory of Marxism analyses the historical background and realistic reasons which raise the above problems from the respects of policy, system, the collectivity and the individual, and put forward concrete countermeasures and suggestions to safeguard the rights and interests of farmers.This paper can be divided into six parts. The first part mainly elaborates the significance of the selected topic, major objective, the research status at home and abroad, as well as the content, the train of thought and the methods of this research. The second part defines the conception of the new rural communities and the rights and interests of peasants. Also this part introduces the origin and several patterns of the new rural communities combining with our country communities’ development and policy orientation. The third part takes a theoretical analysis of the relationship between theconstruction of the new rural community and the interests and rights of peasants, and point out that the relationship between them is reciprocal causation and mutual promotional. From the five aspects of politics, economy, culture, education and medical treatment the forth part introduces respectively the concrete manifestation of what the farmers have been undermined in the construction of new rural community. The fifth part analyses the reasons that cause the farmers’ rights and interests cannot be guaranteed in the construction of the new rural community from three aspects of system,farmers and social reasons. In this part the responsibilities of safeguarding the rights and interests of the farmers are attributed to different subject reasonably. The sixth part puts forward the countermeasures to safeguard the rights and interests of farmers in the construction of new rural community, including perfecting the legal system, setting up the mechanism of supervision and inspection of the government work, innovating the communities’ democratic autonomy system, raising the farmers’ enthusiasm to safeguard their rights, attracting social strength and excellent talents to participate in community construction and strengthening the supervision and propaganda function of news media and so on.
