| China has experienced rapid economic and social transformation since the reformand opening up. Urbanization has entered a period of fast development. Around the city,more and more villages turn into the city. This new community is very special, it hasboth characteristics of village and city. The new community has complex structure ofpopulation. Community residents need a wide variety of public services. This thesisstudies the characteristics and present situation of public service supply, and then dividethe study subjects into three modes: government-led model, residents self-raised model,and third-party supply model.It is found that cooperative supply is more adapt to thestatus-quo of the new community by analyzing advantages and disadvantages of thethree existing supply model, and learning from foreign experience in community publicservice supply.So far, the supply main body of the new community is governments, community,market, voluntary organizations. Government-led model includes a completegovernment supply and other organizations supply commissioned by the Government.Government-led model mainly confined to pure public services and quasi-publicservices. As a result of the limited capacity of government, the new community isdifficult to obtain public service provision equivalent to the urban community. In mostcases, they rely on their own abilities. The funds of self-raised model mainly come fromrelocation compensation, collectivity economic revenue and self-raised funds. Thismodel mainly supply quasi-public services, especially the “club-public goods†and“common pool resourcesâ€. This model usually have obvious exclusivity, limited to theoriginal residents of the village. In the procedure of urbanization, the market and thevoluntary organizations are play an increasingly important role. These subjects greatlyimproved the efficiency of public services, and meet the diverse needs of the residents.The market mainly supply public sevices with a high efficiency which has more profit,The voluntary organizations primarily serves disadvantaged population and migrants. Atpresent, the third party lack of reasonable and effective specification.So far, these three modes of public services supply in the new communities doesnot mix well, so they difficult to exert their superiority. This thesis borrows ideas fromUnited States which supply public service by community, UK which supply publicservice through the market, and Singapore which supply public service through nation. Then point out that a cooperative mode is more suitable for the new community. In thismodel, government should play a leading role and provide pure public services; thecommunity should effective communication with all parties; the market and voluntaryorganizations should make full use of their own superiorities. By this way, the newcommunity can acquire more excellent public service. |
