The South China Sea issue, also known as the South China Sea dispute, refers toregional issue formed by disputes and differences in the South China Sea sovereigntyand maritime rights and interests existing between China and its neighboringcountries. The South China Sea issue is long-standing, complex, initially appears as ageneral regional issue, and not to cause too much attention from the internationalcommunity, however, after the end of the cold war, along with the developments andchanges in international situation, forces of powers outside the region continue tointervene in the South China Sea area, escalating the South China Sea crisis,and hasgrown to become an international hotspot issue.Since Obama’s administration took office,"Return-to-Asia" strategy wasproposed by the new government. Thereafter,repeatedly involved South China SeaAffairs, developed "Active Intervention" policy, and echoed with targets and actsfrom South China Sea dispute related countries and those around,which want topromote this issue to tend to be internationalized, complicated, and multilateralized.And gradually formed the strategy layout that against China which caused by regionaland outside nations, Asian countries and United States, smalls and powers, direct andindirect interests stakeholders. US diplomatic manoeuvres on South China Sea issue,subordinated to its South-East Asian policy, led and dominated by its “Return toAsia-Pacific” strategy. South China Sea issue is another strategic bargaining chipwhich United States counter balance China besides the East China Sea issue and theTaiwan issue. United States actively involved in the South China Sea issue, isdesigned to contain China’s rise, prevent it from becoming a strong opponent toUnited States in pursuit of world and regional hegemony,this highly offensiveintervention policy formed by United States has been a major factor affecting China’speripheral security environment and political and economic development. This article from the historical, geography, political,military, economic, trade,diplomatic, legal and other aspects to analyze and discuss the development andevolution of the South China Sea issue under the intervention of the United States.And the paper is divided into six chapters,the first one is a general introduction,andthe second one introduced the origin of the South China Sea issue, and chapters fromthe third to the fifth focused on describing the US South Sea strategy and policy fromdifferent historical eras, interventional ways,causes,constraint factors,and impacts onSouth China Sea issue,comprehensively and systematically reveal the essentialfeatures of South China Sea issue, which tends to be internationalized, long-termoriented,and complicated. And also forecast on what policy the United States maydevelop in the future and the trend of future development of the South China Sea.Moreover,tentatively came in the end of the paper the corresponding strategies andmeasures, in order to provide a reference for future research on solving the SouthChina Sea issue.
