Research On Strengthening The Local Governments' Social Management Function

The local government is an important part of state power. Fulfilling the social management function of local authority make great sense to the whole system of government. With the great change of the social system, the social management of local government become more difficult. This thesis is about how to strengthen the social management functions, which in order to meet the broad masses of citizens'increasing demands for public services under the macroeconomic environment.Firstly, the thesis is on the subject of the research background and comprehensively review of social management functions, and then introduce the framework and research methods. Then analysis the local governments'social management exsit in the following: the meaning and specific composition of the social management functions of local government; experience from western countries to fulfill their social management functions of local government, the problems of local governments'social management. Then analyze the causations of these problems. In the end of the thesis, proposing some countermeasures to strengthen the local governments'social management. These countermeasures are improving the management concept, innovating the operating mechanism of local government, setting up local public finance system , nurturing the pluralistic main body of the society management and improving the administration of local government .
