Our pension model has become more and moreweak of family pension under the pension agency lag background, home care came intoeveryone vision of urban elderly home care model as a new pension model emerged, but thisnew model is still old-age home in the pilot and the initial stage, there are still manydeficiencies and problems. This paper describes the concept of the urban elderly home caremodel, analyze problems in this model, and also learned from foreign experience in homecare, and made a perfect model of urban elderly home care measures, in order to promoteChinese urban elderly home pension services rapidly.But, according to the investigate demand of elderly pension, China cannot satisfypension requirement and lack of pension service nowadays, it should encourage people to takepart in the society and constantly explore the management system. To establish a new pensionservice system to base on home care, community pension, institutional and culturalendowment to support pension as a core to satisfy the spiritual and cultural need of old people.To some extent, it also can improve the life quality of old people.
