The Study On The Application Path Of PPP Mode In The Pension Service

With the deepening of the aging degree of society,the demand of pension service industry will be greater and greater.The current pension model is relatively single,there are some problems,such as uneven distribution of pension resources,incomplete service content,lack of professionals,difficult supervision and so on.The problem of providing for the aged has become the focus of social attention.Since 2013,our government has issued a series of guidance to promote the development of the service industry for the aged,constantly opening up the market for pension services and encouraging private capital to join.Constantly innovate the development model of old-age service industry,change the concept of government service,introduce PPP model into the field of old-age service,speed up the promotion of "combination of medical care and maintenance",and popularize it throughout the country The application of PPP demonstration project and PPP mode is beneficial to the service industry to improve the service efficiency,expand the scope of service,reduce the financial pressure and activate the social capital.Starting with the basic concept of PPP model and the basic concept of pension service industry,this paper analyzes the present situation and existing problems of pension service industry by using the theory of public goods,the theory of property right and the theory of principal-agent.This paper explores the feasibility of PPP model intervention in pension service industry from three paths:home community pension,institutional pension and medical care.First of all,on the basis of the present situation of the development of PPP mode of pension service in China,this paper further analyzes the national demonstration projects of the three paths through case analysis,and explores the differences from the aspects of project operation mode,price mechanism,risk sharing,exit mechanism and so on.Characteristics and commonality of PPP project implementation of type pension service;Secondly,this paper selects the typical practice of the development of pension service industry in three countries(regions)in the United States,Singapore and Chinese Taiwan.Finally,according to the analysis of cases and experience at home and abroad,this paper summarizes the conclusion of developing the PPP model of pension service in China,and puts forward the countermeasures from the angle of accelerating legislation,access incentive,innovating supervision mechanism,perfecting contract governance,risk sharing mechanism and increasing the talent guarantee.The choice and realization of path has certain practical significance for the improvement of supply level and service efficiency of pension service industry.
