The Countermeasure Research Of Social Organizations’ Effective Participation In Community Governance

Community governance is the idea of social management originated from thenew public management theory and the governance theory, it is a new managemechanism as well. With the deepening of reform and opening-up and the dramaticexpansion in modernization, urbanization and communitization, China faces a seriesof new tasks and new problems from the angle of social management. The key tobuild a harmonious society and to realize China’s dream lies in how to change thegovernment functions, strengthen the innovation of social management system andstimulate the social subjects’ vitality. At present, China’s social organization as a mainagent in changing the grass-roots government working talent, is not only an importantcomponent within community structure, but also a primary foundation ofcommunity management and service. It plays an irreplaceable role in communitygovernance and social management. In fact, the lagging notion of social management,the shortage of policy effective supply, the inadequate of community managementmechanism, the lack of credibility in social organizations and many other reasonsleads to the dilemmas that China’s social organization is confronted with. Such as theambiguity in social community’s nature and localization, imperfect laws andregulations, imperfect system of management, the lack of financial investment and soon. All these are factors that restrain the effective work of social organization to someextent which affecting the innovation of the mechanism of community governance.We need to work collaboratively and make concerted efforts to solve this socialproblem. On the government level, we have to change ideological conception,strengthen and make innovations in social administration, deepen the system reformand provide financial support. On the social level, social organizations should buildand strengthen their own capability, improve the governance mechanism internallyand linking mechanism externally. On the community level, we have to promotecitizen’s spirit of participation, strengthen supervision to community management andimprove community workers’comprehensive quality as well and so on. In conclusion,by making social organizations a breakthrough, it has important theoretical andpractical significance to explore the way of mechanism innovation of socialorganizations’effective participation in community governance from all-around andmultiple directions of government, social, community through studying the causes andquestions behind it.
