The Research On The Path Of Social Organizations' Participation In Community Governance

The community is the basic unit of Chinese society,and also a breakthrough in social governance innovation.The participation of social organizations brings new theoretical thinking and practical challenges,it is a new growth point of community governance.The theory like Governance theory and civil society theory provides a theoretical basis,Furthermore,the effective participation mechanism of empowerment,participation,self governance,negotiation,cooperation and community trust is set up.Based on the two dimensions of state attitudes and community social capital,the paper analyzes the four types of community environment,namely "double strong"." strong society and weak government "?" strong government and weak society " and "double weak",we can see the sharing of social organization participation?collaborative participation,volunteer participation,project operation and institutional intervention participation path.In this paper,we discuss the practice of social organization participation in "double strong" and "strong government and weak society" in Hangzhou..The X community is " strong government and weak society",the social organizations mainly rely on the government and neighborhood committees to participate.The C community is a"double strong" community,and the endogenous and exogenous social organizations are more active.Based on the observation of the participation of social organizations in practice,This paper summarizes the participation path of social organizations,including sharing,cooperation,volunteering,project system operation and professional intervention.Through the comparative analysis of social organizations participating in two community practices,it is found that the X community and the C community participation in social organizations exist in the way of participation,function and promote the participation of residents and other aspects of the difference,The results show that social organizations have different effects on community participation in different environments,At the same time,we can also found the effective participation experiences of social organizations,such as the residents'trust and participation,social governance changes and policy system arrangements for social organizations to participate.Based on the effective participation mechanism of community and the participation practice of social organizations,the effective participation mechanism can be seen through effective participation of social organizations.There are also some difficulties,such as lack of active participation in social organizations,weak independence,functional orientation of social organizations and weak awareness of residents' participation.To realize the effective participation of community governance,perfecting the policy system,social organizations need to strengthen government support,strengthen self construction,improve the social organization of the residents to participate in consciousness,Through the participation of social organizations to promote community governance elements,community self governance and sustainable governance.
