Social Participation In Community Governance In China

With the rapid development of social economy and the improvement of people’s quality of life in China,the demand of urban residents for community construction is also increasing.The existing urban community governance effect is far from meeting the needs of community residents.In order to improve grass-roots democratic construction,improve people’s livelihood,constantly meet the growing needs of the people for a better life,strengthen and innovate the construction of community governance system,and build a common pattern of social governance,community governance has become a social consensus from the traditional single-subject management to multi-subject management.The subjects of social participation include community social organizations and community residents.In the process of community govermance,community social organizations can integrate well into community residents,gather the whole strength of community residents,so as to better promote the construction of community democracy at the grass-roots level.As the participants and beneficiaries of community governance,community residents,participation process is an effective way for people to exercise their democratic power at the grass-roots level.Mobilizing the enthusiasm of community social organizations and community residents,participating in community governance,and promoting the construction of democracy at the grass-roots level in cities are urgent problems to be improved and perfected.This paper focuses on the problem of social participation in community governance.By means of literature analysis and case analysis,the Y community in Hexi District of Tianjin City is selected as a case study.The community has both typical characteristics(ordinary old community in the city)and particularity(close to famous hospitals,with a large number of floating population).Its community participation activities have certain representativeness.Firstly,this paper preliminarily combs the situation of Y community residents and social organizations participating in community governance,then analyses and summarizes the problems of social participation in the process of community governance,such as poor quality of participants and lack of funds;secondly,it analyses the reasons:the system of community participation mechanism is not perfect,the channels of community participation are narrow;thirdly,it inspects other regions and countries.The advanced experience and Enlightenment of community participation;finally,the countenneasures and suggestions are put forward:first,the government should further optimize the operating environment of community participation and relax the types of social organizations applying for special subsidies;second,the community social organizations themselves should further strengthen and improve their own construction,and absorb professional and technical talents;third,the community residents should actively develop.Mobilize the extensive participation of community residents,cultivate their sense of community belonging and explore new ways of participation.
