Participatory governance is the process that the individual citizens, organizations and governments which have an interest relationship with policies together participate in public policy-making, allocating resources and cooperative governance. Most of the current studies on participatory governance are based on the theoretical assumptions, which lack the empirical verification. Taking the participatory budgeting democratic discussion in Wenling as the example and relying on the evaluation index of China’s governance, this article discusses whether participation can bring governance and the condition of governance in the empirical aspect, and thus brings inspiration to the better implementation of democratic governance at grass-roots level for China’s local government. |
