The Legalization Of Participatory Budgeting

Participatory budgeting is a new type of budget participation system that involves many parties involved in the financial revenue and expenditure process.In China,the complicated government financial activities and the lack of a binding budget participation mechanism have severely restricted the legalization of participatory budgeting.The advancement of legalization of participatory budgeting requires coordinated development in all aspects of economy,politics,culture,and society.It also requires the promotion of the basic quality of the people.Based on the complexity of government financial activities and the lack of budgetary supervision,participatory budgeting needs to be included in the legal system.This article analyzes and summarizes the existing problems by studying the practice of participatory budgeting,and puts forward some suggestions for improving the legalization of participatory budgeting in China.It mainly includes the following five parts:Part ?,introduction.The research significance of this paper is introduced,and the related research and research methods at home and abroad are introduced.The second part is the summary of the participatory budget.It systematically introduces the concept origin of participatory budgeting,the constituent elements of participatory budgeting,and the theoretical basis of participatory budgeting.It also sorts out the legislative status quo of China's participation in participatory budgeting.The third part is from the rule of law,society,and economy.Three aspects analyze the necessity of legalization of participatory budgeting in China.The fourth part summarizes the participatory budget legalization model abroad and its enlightenment to the legalization of participatory budgeting in China.The fifth part summarizes the current practice of the participatory budgeting system in China and lessons learned from the legalization of participatory budgeting.It also analyzes the predicament of the legalization of participatory budgeting in China,and puts forward suggestions for dilemmas.
