With the social development, corruption has penetrated into every aspect of life, and even become a cultural phenomenon. The concept of "zero tolerance" of corruption opens a new direction for the analysis of corruption these years, but in the pursuing of "zero tolerance", there also come up with a new question that worth considering:As the main executor of public duties, whether our civil servant can achieve the ideal of "zero tolerance"? If not, whether there is a tolerance of corruption, exercising an invisible, formative influence on their cognition, evaluation and selection of corruption, which further affects the effective implementation of anti-corruption work?By the method of sampling survey, this study analysis the tolerance of corruption among the course of MPA in-service postgraduate in Zhejiang University. With the help of SPSS20statistical software,this study takes three dimensions as the base for data analysis:subjective cognitive, behavioral assessment and behavioral choices. The results showed a general low level of tolerance among the civil servant, but there are also some differences in the effects of different factors, on the whole, the tolerate of corruption among civil servants showed a significant feature of contradiction, including the contradiction between ideal and reality, the contradiction between demand and role,which prompt respondents finally select evading and default.Study concluded that this tolerance of corruption comes from the dual fuction of the individual’s internal and external environment.On this basis, the study combined with the plight of the current anti-corruption work, lead to the thinking of making corrections for the tolerance of corruption among civil servants, which may provide some reference for the government to promote anti-corruption work.
