Study On The Problems And Countermeasures In The System Of Community Correction In China

Our community correction work more than10years, has made gratifyingachievements and many valuable experiences. In2011, community correction waswritten into the "Criminal Law Amendment (h)". It means that community correctionentered a new stage of development. However, the development of communitycorrection is still facing serious challenges, and how to further improve the communitycorrection system is a major issue to be thinking.This paper take the situation knew by field research and questionnaire survey dataas the foundation and combine with the information obtained from news, interviewsand government reports to analyze present situation of community correction in China.The results show that the community correction in good condition and has madeconsiderable progress. But regional development is uneven and there are manyconstraints affecting the healthy development of community correction. Includingsocial recognition is not high, the team strength is weak, the lack of professionalpersonnel, inadequate funding, convergence system is imperfect, imperfect legalsystem and other issues. According to the actuality of community correction, we mustincrease the propaganda, enhance social recognition; strengthening the constructionof professional team, guarantee funds; improve legal system of community correction,accelerate the development of supporting regulations; standardize pretrial investigationand assessment work; standardized interface system,prevent off pipe, drain pipe andre-crimes; strict legal supervision, safeguard the community correction work inaccordance with the law, safeguard the legitimate rights and interests of inmates in thecommunity; really do good education correction and helping work to create conditionsfor communities inmates into society; innovative teaching methods to enhanceeducation correction effect; ensure smooth implementation and healthy developmentof community correction.
