Studies On Development Of Henan E-government

With the development of productivity and the progress of the society, informatization as another revolution all over the world after the industrial revolution, has become the trend of economic and social development of the world. It covers many aspects during the development of national economy and society. The rapid development of global informatization and economic globalization, and the rapid popularization of Internet have made higher requirements on the administrative ability of the government. E-government has become the insistent demand for the nation. The developed countries and developing countries race to develop and implement e-government strategies and policy, and try hard to occupy the strategic high ground of future development. The report of the18th CPC National Congress has mentioned information, informatization, information network, information technology and information security for19times. What’s more, the report clearly took "significant improvement of informatization" as one of the objectives to built well-off society, and proposed a new road with a Chinese characteristic to synchronously develp industrialization, informatization, urbanization, and agricultural modernization. That fully shows the CPC Central Committee’s high attention and deep understanding on informatization at the decisive stage of building a comprehensive well-off society.E-government in Henan has developed rapidly since the Nineties. Now the e-government network of the whole province has begun to take shape. It has an obvious effect in practical application. The development, utilization and sharing of information resources have been promoted steadily. Information security is being actively carried out, and the construction of policies and regulations tend to be perfect. E-government of the province generally has a certain foundation, but it still lacks of systematicness, and has a big gap with the country’s overall requirements and advanced provinces (areas, cities).This article profits from the domestic and foreign advanced experiences, and combines with the actual situation of Henan. It takes Henan’s development of E-government as a test-case to analyze the condition in terms of the society, policy and theory."integration,application, sharing and security" is the main idea. Through strengthening the leadership, unifying planning, increasing investment, training talents, and innovating the mode, the article tells that we should constantly improve the network infrastructure, promote the development and utilization of information resources, deepen the application of e-government, and improve information security, to promote the sound and fast development of E-government in Henan province finally.
