Research On The Government Functions In The Development Of Tourism Industry In Jiyuan City,Henan Province

In recent years,China's tourism industry has developed from an important area of service industry to a new growth point of the national economy.The economic,cultural and social functions of the tourism industry have become increasingly prominent.In order to promote the transformation and upgrading of the tourism industry,the state has launched a global tourism development strategy and vigorously promoted the establishment of a global tourism demonstration zone.Initially,the development of Jiyuan City was dominated by modern industries such as energy,chemical industry,metallurgy and so on.Up to now,it has transformed to the industrial pattern of the coordinated development of the first,second and third industries.Tourism industry has become an important part of the development of the tertiary industry,and its pillar role in the economic development of Jiyuan City has become increasingly prominent.In 2016,Jiyuan City,Henan Province,was successfully selected as the first batch of national tourism demonstration zones.In response to the call of the state,the municipal government of Jiyuan Municipal Committee attached great importance to promoting the optimization of government functions and vigorously supporting the development of tourism industry in Jiyuan City.Facing the increasingly diversified tourism market and tourism environment,how to effectively play the government functions and continuously promote the optimization of government functions are the problems that the government must solve in promoting the development of tourism.Jiyuan City is rich in cultural tourism resources and has achieved certain results in the development of tourism industry.Under the background of global tourism development,the development of tourism industry in Jiyuan City is facing new opportunities and challenges.This paper takes Jiyuan City in Henan Province as the research object Firstly,combining with the actual situation of Jiyuan City,through collecting written materials and conducting field research,I have found that the Jiyuan Government mainly plays the functions of public management,macro-control,market supervision and public service in promoting its development of tourism industry,but there are still some shortcomings.Secondly,it sorts out the concepts of tourism industry,all-for-one tourism,government function and tourism development model.Based on the new public management theory,service-oriented government theory and tourism sustainable development theory,the paper takes literature research method,field research method and comparative research method as research methods,besides,combining the current development situation of Jiyuan's tourism industry,it describes the functions of Jiyuan Municipal Government in the practice of tourism industry.Furthermore,Luanchuan County,Luoyang City,Henan Province,is selected as the comparative object to draw lessons from the experience of Luanchuan County Government in its development of tourism industry.Finally,in order to optimize the functions of Jiyuan Municipal Government in the development of tourism industry at the present stage,some suggestions are put forward:deepening the reforms on the administrative and management system,strengthening the functions of macro-control,market supervision and public service,improving the innovation-driven mechanism,and strengthening personnel training and introduction.
