Research On The Improvement Of County-level Government Governance Capacity In Ethnic Areas

During 2000-2003,the Denharts,On behalf of the scholars,put forward the new public service theory,and advocated the role of the government to be the public service government.The Public management responsibilities is decentralization to the people,and not for the sailing of government or steering oar.The new public service theory advocates the “good governance”,it is stressed that the government should be service government,and should encourage the free airing of views remonstrance,collect the citizens opinion,solve problems of citizens,meet the needs of citizens.The Third Plenary Session of the Eighteen Central Committee of CCP,emphasized on “the overall objective of reform is to improve and develop the socialist system with Chinese characteristics,promote national governance system and governance capacity modernization”,the essence is to promote the comprehensive modernization of national system in China,make the management system more procedural and standardized,and shape the civil society.Ethnic regions are the long-term backward situation due to the cultural and deep-seated reasons,the local government governance capacity show some differences,its governance capacity is in urgent need of improvement.X County is a national regional County in the west of Hunan.Since 1980 S,X county has been the country's poverty alleviation County,the anti-poverty has become the primary task of the county government.Therefore,the depth analysis of the X county government governance capacity,and choosing the X County anti-poverty practice as a case study,play an important theoretical and practical significance to achieve the national regional governance system and governance capacity modernizationFor a long time,the results of the poverty alleviation and development in the western regions are not satisfactory,the main reason is that the government governance capacity is not strong.As far as X county,a poor areas of the western region,the government should enhance its governance capacity,the problem of poverty must be solved effectively,the current primary task is to improve the anti-poverty governance.Firstly,the relevant literature is collected and collated,and a review is made.Secondly,the theory of government governance ability and rural anti-poverty theory about the minority areas county has been combed.Thirdly,the X county is selected as a case,the government governance capacity is analyzed,combined with the rural anti-poverty practice,the current county rural anti-poverty achievement and falling into the predicament and reasons are analyzed.Fourthly,the path of the government governance ability is explored during the precise anti-poverty.Finally,the research contents are summarized,and the further efforts are put forward.The literature research,comparative analysis research,investigative research,qualitative and quantitative research,case analysis and other methods are using,2 sets of questionnaires were designed in the research.On the one hand,through field survey,it was found whether the peasants understand the system,product,government service consciousness and so on.On the other hand,it was also found that the government's current anti-poverty control system,policy formulation and implementation,etc.Combined with the current practice of poverty alleviation,the government's anti-poverty target was adjusted,from the two dimensions of the bottom-up and the up-bottom,the path to improve the governance capacity of the government is analyzed,it is clear that finding the path to improve the governance capacity of the government and the data are different from the current study of the others.There are a considerable part of the data is obtained through the statistical yearbook of the county in order to Further consolidate the study content.The research objective is that it can provide some reference value for improving the governance capability of the local governments during the county.
