In modern China, fierce crushes and conflicts appeared endlessly among domestic strife and foreign aggression, surging clouds,"conservation" and "creativity","localization" and "foreignness", the Chinese original culture and traditional pattern broke up accordingly in such historical environment. The specific historical space time background achieves the special prospect of system reform. The Chinese preparation of Constitutionalism in late Qing Dynasty actually happened in such historical space, which could not only be said as the seasonable behaviors of struggling to live in late Qing Dynasty, but also was the exploration road made for the survival in modern China. Although its occurrence had unavoidable system omissions and visual limitations, it pushed greatly in the legal civilization progress in modern China. Constitional documents with initiative meanings in Chinese history were also formed in this way.In this paper, in the history of the combination of macro and micro perspective, explore the happening of the preparatory constitutional cause in the late Qing dynasty, study of the constitution of political activities, as well as the initiative of the constitution program files, through the above narrative and analysis of its constitutional value, and make a fair academic evaluation, strive to do both at the historical level focus, also in theoretical research. In this part, this paper makes reasonable theoretical excavations on the basis of texts, understands the academic principles properly on the object of literatures and expects to creatively explore and fairly deepen related aspects of this topic. The third part of the body text explains dimensions of historical fact meanings for the preparation of Constitutionalism.
