Incentive is the organization core of human resource management, and it is the process of arousing people’s enthusiasm; Incentive problem is not only the major problem in human resources management, but also a magic weapon to enhance the efficiency and vitality of the organization. Many theories about incentives that developing in modern western have been widely used in the human resources management of private sector,improving the people’s work enthusiasm and stimulating teir spirit of innovation, improving the production effciency of organization to a large extent.China is in the period of social transition at present, and the incentive mechanism of civil servants is gradually attached attention by people. An effective incentive will contribute to the grass-roots civil service management team playing a positive role in practice. Civil servants at the grass-roots level in our country occupy more than60%of the civil servants, whose the working state will do the important influence to our country administrative efficiency. So it is of vital significance to do research on the grass-roots civil servants incentive problem of Dongguan city.Based on Skinner’s feinforcement theory of human resource management, the article systematically analysis the organization environment, objective behavior, mental state, institutional mechanisms, as well as the effect of the incentive problem among the grass-roots civil servants in Dongguan city. Then the author summarized the current practice and the insufficiency of its incentive problem, and put forward the counter-measures of perfecting Dongguan city’s incentive problem of civil servants at the grass-roots level. In the introduction part, the author illustrated the topic background and significance, reviewed and summarized the related literature at home and abroad, and described the research methods and research framework. In the first chapter, the author defined the concept of the civil service, civil servants at the grass-roots level, and the incentive of grass-roots civil servants. Skinner’s feinforcement theory was analyzed and reviewed in this part to provide a theoretical basis for study. In the second chapter, based on the author’s visiting the grass-roots civil servants in Dongguan for the interview and questionnaire survey, the author collected the grass-roots civil servants’evaluation of their incentive problem, and understanded the current running operation status of the grass-roots civil servants incentive of Dongguan city. In the third chapter, based on the theory of the first chapter and the survey results of the second chapter, summarized the problems existing in the current grass-roots civil servants incentive in Dongguan city, and also carried on the thorough analysis to the causes of the problems.In the fourth chapter, on the basis of the third chapter, the author put forward the countermeasures to improve and perfect the grass-roots civil servants incentive problem in Dongguan city, in order to establish and improve the efficience of the grass-roots civil servants incentive problem of Dongguan city, thus stimulate the grass-roots civil servants’ sense of belonging, enthusiasm and creativity, to further improve the working efficiency of the government in Dongguan city.
